Sir:

Your Committee on Education, to which was referred Governor's Message No. 186, submitting for study and consideration the nomination of:

CAPSUN M. POE to the University of Hawaii Board of Regents for a term to expire June 30, 2003,

begs leave to report as follows:

Upon review of the testimony and statement submitted by the nominee, your Committee finds that Capsun M. Poe has the necessary character, experience, and qualifications to serve on the University of Hawaii Board of Regents.

Written testimony in support of the nominee was submitted by the Lieutenant Governor, Senator from the 1st District, House of Representative member from the 48th District, University of Hawaii Vice President of Student Affairs, University of Hawaii Student Equity, Excellence and Diversity Director, University of Hawaii Career Counselor, University of Hawaii Co-curricular Activities, Programs and Services Leadership Development Advisor, University of Hawaii Coordinator of New Student Programs, University of Hawaii College of Business Administration Inter-Business Council, four officers from Associated Students of the University of Hawaii at Manoa, and two board members of Young Democrats of Hawaii.

Your Committee finds that Mr. Poe is a young man of sound judgment, high ethical standards, and diverse experience in community service and student activities (including as a Senator in the Associated Students of the University of Hawaii at Manoa). He has also studied at Windward Community College, which makes him uniquely suited to advocate for the community colleges, an all too often neglected component of the University of Hawaii system. He has also indicated a desire to ensure that students have access to quality, up-to-date computers and technology, a very prudent initiative as Hawaii strives to develop its high technology sector. A consensus-building diplomat well equipped to balance fairness and feasibility in making system-wide decisions, your Committee finds that he will be an outstanding addition to represent students on the University of Hawaii Board of Regents.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
