Sir:

Your Committee on Economic Development and Technology, to which was referred Governor's Message No. 183, submitting for study and consideration the nominations of:

BOARD OF DIRECTORS, HIGH TECHNOLOGY DEVELOPMENT CORPORATION

DAVID LASSNER, Ph.D., and RUSSELL T. YAMANE, for terms to expire June 30, 2005,

begs leave to report as follows:

Upon review of the testimony and statements submitted by the nominees, your Committee finds that each of the nominees has the necessary character, experience, and qualifications to serve on the Board of Directors of the High Technology Development Corporation.

Your Committee received testimony in support of each nominee from the High Technology Development Corporation.

Your Committee received testimony in support of David Lassner, Ph.D., from ISDI and Pacific Telecommunications Council.

David Lassner, Ph.D., is the Director of Information Technology for the University of Hawaii and is an expert in information technology, telecommunications, and related technology areas. Dr. Lassner is well-respected in the technology industry, locally, nationally, and internationally. He is a member of the Board of Directors of the Pacific Telecommunications Council and hosts "High Tech Hawaii," an ongoing statewide monthly educational cable television program. He is an excellent resource on University of Hawaii competencies, on technology opportunities both domestically and internationally, and on technology networking.

Russell T. Yamane is president of Russell Yamane & Associates CPAs, Inc. with over twenty-three years of public accounting service. He has been actively involved in the community and serves as a board member for various non-profit organizations on Maui such as the Kiwanis, Boy Scouts, Maui Historical Society, and other organizations.

Your Committee finds that both nominees have been appointed based upon their credentials, integrity, and a desire to improve Hawaii's high technology development through their service on the Board of Directors of the High Technology Development Corporation.

As affirmed by the record of votes of the members of your Committee on Economic Development and Technology that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
