Your Committee on Judiciary, to which was referred Governor's Message No. 179, submitting for study and consideration the nominations of:
CIVIL RIGHTS COMMISSION
FAYE KENNEDY, for a term to expire June 30, 2003; and
HARRY YEE, for a term to expire June 30, 2005,
begs leave to report as follows:
Upon review of the testimony and statements submitted by the nominees, your Committee finds that the nominees have the necessary character, experience, and qualifications to serve on the Civil Rights Commission.
Your Committee received testimony in support of the nominees from the Lieutenant Governor, Department of Labor and Industrial Relations, Hawaii Civil Rights Commission, and a University of Hawaii at Manoa administrator.
Your Committee also received testimony in support of Faye Kennedy from U.S. Congressman Neil Abercrombie, U.S. Department of Commerce, Hawaii Womens Political Caucus, and five private citizens.
Your Committee notes the following background and qualifications of the nominees, both of whom are reappointments.
Faye Kennedy received a Bachelor of Arts degree from Hunter College and has experience as a vocational counselor and as a tutor in English. She was listed in the "Who's Who in American Women" in 1995-1996, in the "Outstanding African-Americans in Hawaii in 1992; and received the "National Making of the King Holiday Award" in 1991, Outstanding Achievement Award – Hawaii Literacy in 1988 and 1992, and Governor's Certificate of Appreciation in every year from 1989 to 1993. Your Committee is impressed with the nominee's participation in numerous community service organizations concerned with equality and fairness.
Harry Yee received a Bachelor of Arts degree from the University of Massachusetts and a Juris Doctor degree from the Suffolk University Law School. He has experience with the Department of the Attorney General in Massachusetts and the Greater Boston Legal Services. He is licensed in Hawaii and is in solo private practice. He is a member of the Hawaii State Bar Association, National Asian Pacific American Bar Association, Association of Trial Lawyers of America, and Hawaii Community Services Council.
As affirmed by the record of votes of the members of your Committee on Judiciary that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
