Your Committee on Commerce, Consumer Protection and Housing, to which was referred Governor's Message No. 172, submitting for study and consideration the nomination of the following individual to the Board of Private Detectives and Guards:
LEE D. DONOHUE, SR., for terms to expire June 30, 2001, and June 30, 2005,

Lee D. Donahue, Sr., has served in the Honolulu Police Department since 1964 and is currently the Department's Chief of Police. Chief Donahue has served on or been affiliated with the Hawaii Judicial Council, Governor's Commission on Crime, International Association of Chiefs of Police, Council of Police and Private Security, Major City Chiefs' Association, Hawaii Joint Police Association, Police Executives Research Forum, Western States Information Network, and Hawaii State Law Enforcement Officers Association.
As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
