Your Committee on Commerce, Consumer Protection and Housing, to which was referred Governor's Message No. 171, submitting for study and consideration the nomination of the following individual to the State Board of Nursing:
RICHARD W. CARMICHAEL, R.N., for a term to expire June 30, 2003,
begs leave to report as follows:
Your Committee received testimony in support of this nomination from the Provost for Kauai Community College, Hawaii Rural Health Association, Vice-President of Hospital Operations for Wilcox Hospital, Na Lei Wili Area Health Education Center, Hawaii Nurses' Association, and two individuals.
Richard W. Carmichael, R.N., is a certified family nurse practitioner and an advanced practice registered nurse with twenty years of experience as a nurse practitioner. Currently, Mr. Carmichael is Director of the nursing program at Kauai Community College. Mr. Carmichael is active in rural health activities and has served as an officer and on the board of the Kauai Rural Health Association. As an interim member of the Board of Nursing, Mr. Carmichael has developed a familiarity with and an understanding of the regulatory issues facing the Board.
As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
