Your Committee on Health and Human Services, to which was referred Governor's Message No. 166, submitting for study and consideration the nominations of:
ROBYN S. KAUFMAN, Board of Health, for a term to expire June 30, 2001, and reappointment for a term to expire June 30, 2005, and JOHN MARSH, Board of Health, for a term to expire June 30, 2004.

Upon review of the testimony and the statements submitted by the nominees, your Committee finds that Robyn S. Kaufman and John Marsh have the necessary character, experience, and qualifications to serve on the Board of Health.
Testimony in support of both nominees was submitted by the Department of Health.
Robyn S. Kaufman, has valuable health service expertise which has been used to its fullest while she assisted the Hawaii Community Foundation, University of Hawaii School of Public Health, and the Cancer Research Center of Hawaii. Ms. Kaufman is currently the Executive Director of the Organ Donor Center of Hawaii, and serves on the Board for the Hawaii Lyons Eye Bank and Makana Foundation and was recently the President of the Society for Public Health Education.
John Marsh, is an expert in assisting organizations on developing a system or process that will help develop workable goals and objectives to meet the vision and mission of the organization. He has a proven track record with the Department of Health and through his training and consulting firm TQP Hawaii. Mr. Marsh became a best seller author in the United Kingdom for his book "The Continuous Improvement Tool Kit" and his work has been published in books and journals internationally. As Director of Hawaii Indicators Project for Hawaii Community Services Council, he has facilitated the creation of the Hawaii Outcomes Institute and the development of components of the Healthy Hawaii Initiative.
As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
