Your Committee on Labor, to which was referred Governor's Message No. 157, submitting for consideration the nomination of:

CAROL T. RABER, Board of Trustees, Deferred Compensation Plan, for terms to expire June 30, 2001, and June 30, 2005;

begs leave to report as follows:

Your Committee received testimony from the Director of Human Resources Development, the Director of Budget and Finance, and the Utilities Administrator of the Department of Commerce and Consumer Affairs Division of Consumer Advocacy in support of Ms. Raber's nomination.

Upon review of the statements submitted by the nominee, your Committee finds that the nominee will work with compassion and commitment in serving on the Board of Trustees, Deferred Compensation Plan. As the Accounting Manager for the Employees' Retirement System, the nominee has demonstrated the ability to lead and to carry out the responsibilities of that office. Your Committee finds that the nominee has been appointed based upon her credentials, integrity, and a desire to make Hawaii better through her participation on the Board of Trustees of the Deferred Compensation Plan.

As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nominations.
