Your Committee on Commerce, Consumer Protection and Housing, to which was referred Governor's Message No. 154, submitting for study and consideration the nomination of the following individual to the Board of Barbering and Cosmetology:

The Department of Commerce and Consumer Affairs testified in support of this nomination.
Joy B.Y. Shimabuku, is a small business owner with over thirty years of experience in the cosmetology field. As an interim member of the Board since November, 2000, Ms. Shimabuku has developed a knowledge of regulatory issues and the licensing process that will assist her in carrying out her duties as a member of the Board of Barbering and Cosmetology.
As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
