requesting the governor to REASSESS the administrative priorities in his executive budget.
WHEREAS, some of the Governor's budget proposals do not have the public support or public priority as noted in public hearings; and
WHEREAS, the governor announced that his budget proposal for fiscal year 2001-2002 would exceed the Hawaii constitutionally mandated ceiling; and
WHEREAS, the state constitution provides that the governor shall not exceed the general fund expenditure ceiling established by the legislature unless the governor sets forth the dollar amount and the rate by which the ceiling will be exceeded and the reasons therefor; and
WHEREAS, in the numerous emergency appropriation bills submitted by the Governor to the legislature this session, the governor has not set forth the rate by which the ceiling will be exceeded but has instead left the rate blank; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2001, the Governor is requested to reassess the administrative priorities of his proposed budget to stay within the constitutionally mandated ceiling because he has not, as constitutionally mandated, set forth the rate by which the ceiling will be exceeded; and
BE IT FURTHER RESOLVED that the Governor submit the results of such reassessment to the Legislature no later than March 30, 2001; and
BE IT FURTHER RESOLVED that a certified copy of this
Resolution be transmitted to the Governor.
