SENATE CONCURRENT

RESOLUTION

 

requesting the director of human services to convene an informal QUEST prescription drug formulary work group to establish one standard, common formulary for use by all quest health plans.

 

 

WHEREAS, the State's QUEST program is the total transformation of Hawaii's various public health assistance programs into a single privatized program with standardized eligibility criteria and benefits package; and

WHEREAS, QUEST offers managed care health coverage for citizens and qualified aliens who are Hawaii residents not residing in a public institution, who are not aged, blind, or disabled, and whose assets and incomes must also not exceed specified levels; and

WHEREAS, however, although the benefits package is similar, if not the same, among various competing health plans, the individual prescription drug formularies used by the health plans are not identical; and

WHEREAS, it is in the interest of the people of the State for the various health plans under QUEST to offer a standard, common prescription drug formulary to its participants; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, the House of Representatives concurring, that the Director of Human Services is requested to convene and chair an informal QUEST prescription drug formulary work group to be comprised of:

(1) One representative from each health plan offering health care under QUEST;

(2) The Director of Health, or a designee; and

(3) The Chairperson of the Board of Pharmacy, or a designee;

and

BE IT FURTHER RESOLVED that the work group is requested to review the prescription drug formularies of the various health plans under QUEST to determine what differences exist and to establish one standard, common formulary for use by all the health plans; and

BE IT FURTHER RESOLVED that the work group is requested to meet no later than June 15, 2001, complete its task no later than September 1, 2001, and terminate on September 15, 2001; and

WHEREAS, the Director of Human Services, in the Director's discretion, is requested to determine the date upon which the common formulary shall take effect for all the health plans under QUEST; and

BE IT FURTHER RESOLVED that the Director of Human Services is requested to report the findings and actions of the work group to the Governor and to the Legislature no later than September 15, 2001; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Directors of Human Services and Health and the Chairperson of the Board of Pharmacy.
