SENATE CONCURRENT

RESOLUTION

 

requesting the formation of a honolulu waterfront advisory board to serve to stimulate economic development in the area.

 

WHEREAS, the Honolulu waterfront, from Aloha Tower to Kakaako, is a special public asset that serves as the State's principal harbor and provides boundless opportunity for economic development, public enjoyment, and civil identity; and

WHEREAS, much planning and several major developments have already taken place in the waterfront area, albeit on an ad hoc nature; and

WHEREAS, at present, different agencies handle the development of contiguous areas, which has resulted in a lack of any cohesive plan; and

WHEREAS, by coordinating efforts, this prime waterfront location can be made more attractive and functional, thereby stimulating economic development; and

WHEREAS, before these new opportunities can prudently be considered, a cohesive assessment by all agencies of all projects and plans should be undertaken; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2001, the House of Representatives concurring, the Department of Business, Economic Development, and Tourism is requested to establish a Honolulu waterfront advisory board, in accordance with chapter 91, to assist in the coordination of the efforts and jurisdictions of the Department of Transportation, Hawaii Community Development Authority, and Aloha Tower Development Corporation to serve to stimulate economic development in the area; and

BE IT FURTHER RESOLVED that, for administrative purposes, the advisory board shall be established under the Department of Business, Economic Development, and Tourism; and

BE IT FURTHER RESOLVED that the advisory board shall assist in the development of a comprehensive and integrated vision for the future of the Honolulu waterfront in a master plan; and

BE IT FURTHER RESOLVED that the advisory board shall consist of one representative from each registered business organization in the district, to be chosen by the respective organization and from the Department of Transportation, the Hawaii Community Development Authority, Aloha Tower Development Corporation, and the adjacent communities; and

BE IT FURTHER RESOLVED that all members shall continue in office until their respective successors have been appointed; and

BE IT FURTHER RESOLVED that the advisory board, by a majority vote, shall elect a chairperson from within its membership; and

BE IT FURTHER RESOLVED that the advisory board shall cooperatively develop a master plan for the Honolulu waterfront, from Aloha Tower to Kakaako, that assesses, coordinates, and prioritizes all pending, proposed, and envisioned projects for the area, with the specific intent of economic development; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Department of Transportation, the Department of Business, Economic Development, and Tourism, and the Hawaii Community Development Authority, and Aloha Tower Development Corporation.
