SENATE CONCURRENT

RESOLUTION

 

REQUESTING THE FORMATION OF A JOINT LEGISLATIVE TECHNOLOGY TASK FORCE TO DEVELOP CLEAR GOALS AND AN IMPLEMENTATION PLAN TO IMPROVE HAWAII'S TECHNOLOGY INDUSTRY, AND REQUESTING THE STREAMLINING OF STATE FILM PERMITTING.

 

Part I. Formation of Joint Legislative Technology Task Force

WHEREAS, Hawaii's technology industry is growing, and Hawaii-based companies are venturing and succeeding in several areas of technology including telecommunications, electronic commerce, networking infrastructure and hardware, software development, and biotechnology; and

WHEREAS, the reach of technology is beyond its industry as it improves the efficiency and effectiveness of other industries in Hawaii as well; and

WHEREAS, although there is progress in Hawaii's technology industry, focus and cohesiveness of the State's efforts to promote Hawaii's technology industry is required to ensure long-lasting success; and

WHEREAS, industry, government, and educational leaders must come together to develop clear goals and an implementation plan to further develop Hawaii's technology industry; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, the House of Representatives concurring, that there is created a joint legislative technology task force to establish short- and long-term goals to develop Hawaii's technology industry, market Hawaii as conducive to technology enterprises, and establish a specific implementation plan and timeline to accomplish the goals; and

BE IT FURTHER RESOLVED that the respective chairs of the Senate Committee on Economic Development and Technology and the House Committee on Economic Development and Business Concerns choose the members of the task force by July 1, 2001; and

BE IT FURTHER RESOLVED that task force members consist of at least one representative from each of the following groups: technology trade organizations, business organizations, technology legal professionals, technology educational institutions, University of Hawaii, Department of Business, Economic Development, and Tourism, Department of Commerce and Consumer Affairs, City and County of Honolulu, County of Hawaii, County of Maui, and County of Kauai; and

BE IT FURTHER RESOLVED that the task force be open to all government agencies including, but not limited to, the Office of Planning, Hawaii Tourism Authority, and the counties, to encourage participation by as many as possible; and

BE IT FURTHER RESOLVED that the task force bring together the Governor's Special Advisor for Technology Development, High Technology Trade Association, and Hawaii Technology Development Corporation to share and align their goals and objectives for technology development in Hawaii; and

BE IT FURTHER RESOLVED that the joint legislative technology task force submit a report of its findings and recommendations, including recommended legislation, to the Legislature no later than twenty days prior to the convening of the regular session of 2002; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the Senate, Speaker of the House of Representatives, the Chair of the Senate Committee on Economic Development and Technology, and the Chair of the House Committee on Economic Development and Business Concerns.

PART II. Streamlining of State Film Permitting

WHEREAS, the State of Hawaii film permitting process has been considered by other jurisdictions to be a model of one-stop permit processing; and

WHEREAS, the Department of Business, Economic Development, and Tourism (DBEDT) currently administers the film permit process through the Hawaii Film Office; and

WHEREAS, DBEDT operates the film permit process through established memoranda of agreement with the Department of Land and Natural Resources (DLNR) and the Department of Transportation (DOT); and

WHEREAS, DBEDT works cooperatively with other state agencies that participate in the one-stop film permit process as required; and

WHEREAS, filmmakers have expressed a desire for the film permitting at the county level to be standardized in the four counties, using the State's film permit process as a model; and

WHEREAS, the state and county film offices agree that further streamlining of the film permit process would cut red tape and help to promote Hawaii as a film friendly location; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, the House of Representatives concurring, that DBEDT, with the assistance of the Hawaii Television and Film Development Board, is requested to review the current one-stop film permitting process, and enter into agreements with the Counties of Hawaii, Kauai, and Maui, City and County of Honolulu, DLNR, and DOT to further streamline the film permit process; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Business, Economic Development, and Tourism, Chairperson of the Board of Land and Natural Resources, Director of Transportation, Chair of the Hawaii Television and Film Development Board, Mayors of each County, and Chairpersons of each City Council.
