RESOLUTION
URGING THE FORMATION OF A WORKING GROUP TO DEVELOP A STATEWIDE CERTIFICATION PROGRAM FOR LONG-TERM CARE PROVIDERS.
WHEREAS, the number of Hawaii residents who are elderly and disabled is expanding; and
WHEREAS, with this expansion, Hawaii needs more services, facilities, and caregivers; and
WHEREAS, there are caregivers for the elderly and disabled who are not licensed and who have not undergone a thorough criminal history check, if at all; and
WHEREAS, with the rapid expansion of services into the community, there needs to be established appropriate standards and safeguards so that the quality of care is not compromised; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2001, the House of Representatives concurring, that all state and private entities providing long-term care are urged to form a working group to develop a statewide certification program for long-term care providers and caregivers that would include development of:
(1) Standardized training and courses for licensing;
(2) A registry of all certified caregivers;
(3) A partnership with private insurance companies to provide services for licensed caregivers; and
(4) A system to ensure complete criminal and history checks;
and
BE IT FURTHER RESOLVED that the Community Colleges within the University of Hawaii System assist in standardizing the training for this program; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, and Directors of Human Services, Health, Commerce and Consumer Affairs, the Executive Office of Aging, and the Community Colleges within the University of Hawaii System.
