SENATE CONCURRENT

RESOLUTION

 

Requesting the auditor to review the purchase and implementation of the new radio system used by the honolulu police department.

 

WHEREAS, in 1995, the Honolulu Police Department began implementation of a new radio system; and

WHEREAS, in fiscal biennium 1995-1997 the legislature appropriated $5,200,000 to purchase and implement the new radio system; and

WHEREAS, the Department has experienced numerous problems with the new system since its implementation. On several occasions the system has been shut down completely; and

WHEREAS, a properly functioning radio system is essential for effective law enforcement; and

WHEREAS, the Office of the Auditor has the Constitutional authority to conduct audits of the transactions of public agencies; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2001, the House of Representatives concurring, that the Auditor is requested to review the purchase and implementation of the new radio system by the Honolulu Police Department, and to make recommendations regarding the cost effectiveness and reliability of the system; and

BE IT FURTHER RESOLVED that certified copies of this

Concurrent Resolution be transmitted to the Office of the Auditor and the Chief of the Honolulu Police Department.
