SENATE CONCURRENT

RESOLUTION

 

REQUESTING THE UNITED STATES NAVY TO ALLOW the PUBLIC to use NON-MOTORIZED WATERCRAFT ON A PORTION OF THE WEST LOCH OF PEARL HARBOR.

 

 

WHEREAS, Pearl Harbor is an important and beautiful waterway utilized by the military and local population; and

WHEREAS, the West Loch of Pearl Harbor is bordered by the communities of Waipahu and Ewa Beach; and

WHEREAS, the portion of the West Loch adjacent to the housing development of West Loch Estates, the West Loch Shoreline Park, and the Pearl Harbor Wildlife Refuge at Honouliuli is an attractive and popular region for area residents who visit the park with its jogging and bike paths, piers, open space, and tranquil feeling; and

WHEREAS, the United States Navy does not have significant visible presence in that particular portion of West Loch; and

WHEREAS, the water adjacent to the West Loch Estates housing community, the West Loch Shoreline Park, and the Pearl Harbor Wildlife Refuge is an ideal location for non-motorized recreational public use involving canoes, rowboats, or kayaks; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, the House of Representatives concurring, that the United States Navy is respectfully requested to allow the public to use non-motorized watercraft such as canoes, kayaks, or rowboats within two hundred yards of the shoreline of West Loch in Pearl Harbor; and

BE IT FURTHER RESOLVED that the United States Navy is also requested to consider placing buoys to mark the areas allowable for non-motorized watercraft used by the public; and

BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to Commander in Chief United States Pacific.
