A BILL FOR AN ACT
RELATING TO TRANSPORTATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) There is established within the department of transportation (DOT) a position entitled, Projects Coordinator, to be appointed by the director, who shall coordinate all projects within the department and the counties to eliminate duplication of services. The projects coordinator shall be responsible for prioritizing and informing the public and the department of all on-going city and/or county projects that impact upon the state. The projects coordinator shall provide quarterly reports to the department and the public and shall annually report to the legislature not later than twenty days before the start of the regular session.
(b) All agencies and departments within state and county government shall notify the projects coordinator of all on-going projects under their respective direction and control on a quarterly basis. The department shall enact rules pursuant to chapter 91 specifying the information needed to inform the public and the state of all on-going projects.
(c ) The projects coordinator shall be appointed without regard to chapters 76, 77, and 89, but shall be entitled to participate in any employee benefit program or privilege generally available to state employees.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2001-2002, for one (1.0) full-time projects coordinator position and related operating expenses.
SECTION 3. The sum appropriated shall be expended by the department of transportation for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2001.
