Appropriates funds for the repair and maintenance projects of the Palace. Requires DLNR and DAGS, with the advice of Friends of Iolani Palace, to develop a master plan for Iolani Palace, including a plan to replace the current parking stalls with a grassed landscape or other nonvehicular use as appropriate. A BILL FOR AN ACT

SECTION 1. The legislature finds that Iolani Palace has historical and cultural significance to the State of Hawaii as the palace of the former monarchs of Hawaii. The presence of vehicle parking along the perimeter of Iolani Palace detracts visually from this site.

The purpose of this Act is to appropriate funds to repair and safeguard the structure and contents of Iolani Palace and to require the department of accounting and general services and the department of land and natural resources, with the advice of the Friends of Iolani Palace, to develop a master plan for the Iolani Palace grounds which includes a plan to possibly relocate parking stalls located on palace grounds to other adjacent areas.

SECTION 2. Section 6E-35, Hawaii Revised Statutes, is amended to read as follows:

"[[]§6E-35[]] Iolani Palace. (a) The official designation of the palace of the former monarchs of Hawaii shall be Iolani Palace.

(b) The department of accounting and general services, in cooperation with the department of land and natural resources, and with the advice of the Friends of Iolani Palace, shall develop a master plan for the Iolani Palace grounds which shall include a plan for relocating the current parking areas to other adjacent areas near the palace and the state capitol."

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $821,857, or so much thereof as may be necessary for fiscal year 2001-2002, for costs associated with repairing the Iolani Palace, installing an exterior security system, and implementing hurricane damage mitigation measures.

SECTION 4. There is appropriated out of the general revenues of the State of Hawaii the sum of $100,000, or so much thereof as may be necessary for fiscal year 2001-2002, to expand the current planning process for the Iolani Palace Complex Master Plan 2001-2002 to include statewide, facilitated participation and to cover the costs associated with hiring necessary staff, purchasing equipment and supplies, and covering travel costs for this purpose.

SECTION 5. The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

SECTION 6. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.

SECTION 7. This Act shall take effect on July 1, 2001.
