A BILL FOR AN ACT
RELATING TO USED MOTOR VEHICLE TIRES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that Act 173, Session Laws of Hawaii 2000, amended chapter 342I, Hawaii Revised Statutes, to provide for the regulation of the disposal of used motor vehicle tires, including imposing a $1 surcharge on each motor vehicle tire imported into the State. The legislature, however, finds that there is a need for a more comprehensive study of alternative means of disposing of used motor vehicle tires and financing their disposal.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2001-2002, for the department of health to contract with a private vendor to study alternative means of disposing of used motor vehicle tires and financing their disposal.
SECTION 3. The sum appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2001.
