A BILL FOR AN ACT

 

relating to Education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the Hawaii state student council serves as a student organization that focuses energy on enhancing the school environment. The council acts as a bridge between students and the department of education, the board of education, and the legislature. The guidelines for student representation and participation, adopted by the council are to:

(1) Schedule regular meetings for the discussion of student issues and concerns;

(2) Recommend and advise courses of action to the department of education;

(3) Maintain communication with the board of education; and

(4) Communicate all deliberations and activities to all district and school student councils.

The legislature also finds that chapter 317, Hawaii Revised Statutes, provides for the establishment of an annual conference of secondary school students (grades seven to twelve), to enable students in Hawaii's secondary schools to identify, discuss, and arrive at recommended solutions to major youth problems, with emphasis on school problems that require the attention and joint action by the students, the department of education, and the legislature.

It is the recommendation of the Hawaii state student council and Hawaii state student conference to establish a safety office within the superintendent's office.

SECTION 2. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§302A-   Departmental safety office. There is established within the office of the superintendent a safety office, which shall develop and ensure compliance with all requirements and standards relating to workplace, employee, and student safety and health; hazardous materials management; campus security; fire safety; and the coordination of safety and health training programs."

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2001-2002, to provide five additional permanent, full-time equivalent (5.00 FTE), professional staff positions; and one additional permanent, full-time equivalent (1.00) FTE), clerical staff position, including other current expenses and equipment, to carry out the purposes of section 2. The sum appropriated shall be expended by the department of education.

SECTION 4. New statutory material is underscored.

SECTION 5. This Act shall take effect on July 1, 2001.
