A BILL FOR AN ACT
RELATING TO THE BUDGET.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Each session the legislature faces the difficult task of allocating limited state moneys among numerous state programs. In order to engage in prudent, informed, and fiscally responsible decisionmaking, the legislature must have available to it information relevant to the executive budget. Obtaining this information, however, often involves countless hours of staff research, including making inquiries by phone to state agencies. The legislature finds that the research process and the overall legislative process could be expedited and made more efficient if the budget information were readily available to the legislature in electronic form.
The purpose of this Act is to require the executive branch to provide the legislature with electronic access to executive budget data.
SECTION 2. Chapter 37, Hawaii Revised Statutes, is amended by adding a new section to part IV to be appropriately designated and to read as follows:
"§37- Electronic access to executive budget data. The executive branch shall:
(1) Provide electronic access to executive budget data (such as budget justification or journal tables, financial accounting management information system reports, and the number details for the biennium or supplemental budget, including but not limited to base number information and other budget data stored on computer) via computer industry standard network protocols and computer industry standard data formats (such as Lotus 123);
(2) Provide support to facilitate electronic access to the data; and
(3) Aid in the creation of a program-to-program type interface;
provided that if the legislature deems it necessary, the departments shall allow supervised on-line or other types of review of program codes, data structures, and other types of information that the legislature may deem important; and provided further that the departments shall offer full and complete cooperation and support to the legislature."
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2001-2002, and the sum of $ , or so much thereof as may be necessary for fiscal year 2002-2003, for the implementation and support of a system that provides the legislature with electronic access to executive budget data.
SECTION 4. The sums appropriated shall be expended by the department of accounting and general services and the department of budget and finance for the purposes of this Act.
SECTION 5. New statutory material is underscored.
SECTION 6. This Act shall take effect on July 1, 2001.
