A BILL FOR AN ACT
RELATING TO EDUCATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The purpose of this Act is to accomplish the following:
(1) To provide complete data on all phases of education for Hawaii students;
(2) To enable the ability to identify program, school, and student successes and deficiencies;
(3) To provide a single comprehensive database to enhance accountability, understanding, and future planning for Hawaii’s education system;
(4) To enhance and support educational accountability throughout the state educational system;
(5) To aid the reporting of data required by the U.S. Department of Education;
(6) To improve enrollment management and forecasting, the primary purpose of which is to aid the University of Hawaii in formulating strategies and implementing programs that enhance marketing, recruitment, and retention;
(7) To facilitate student advising and improve graduation rates for all students in the state educational system; and
(8) To enhance and support academic program review by providing analyses of student progress from matriculation through post-secondary education at the University of Hawaii.
SECTION 2. Chapter 302A, Hawaii Revised Statutes, is
amended by adding a new section to be appropriately designated and to read as follows:
"§302A- Student tracking program. (a) The department, with the cooperation of the University of Hawaii, shall develop and maintain a comprehensive and continuous computerized tracking program to track all students who are or were enrolled in the public school system in order to chart their progress from kindergarten to graduation from the University of Hawaii. Tracking shall be terminated for any student upon that student’s transfer out of the public school system or matriculation in post-secondary education outside of the University of Hawaii system, and shall be resumed only upon that student’s re-entry into the public school system or matriculation at the University of Hawaii. The purpose of the tracking program is to compile, maintain, and research within the department information concerning the educational development of public school students individually and as a group.
(b) The department shall develop the program in order to match its student identification number system with that used by the University of Hawaii in order to track schools that a student has attended within the public school system, the student’s transcripts within the public school system, colleges that the student has attended within the University of Hawaii system, and the student’s transcripts within the University of Hawaii system.
(c) The program shall not make public any information that could identify an individual and shall treat any information held by the program as undisclosable records under section 92F-13. The department shall assure that the purpose of obtaining student information is to evaluate and improve public programs or to conduct research for the purpose of improving services to the individuals whose identification numbers are used to identify their placement at the University of Hawaii.
(d) The program may perform longitudinal analyses for all levels of education from the elementary to the post-secondary.
(e) The department may use all relevant variables to track former state public school students at the University of Hawaii."
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the following sums, or so much thereof as may be necessary for fiscal year 2001-2002, to carry out the purposes of this Act:

The sums appropriated shall be expended by the department of education and the University of Hawaii.
SECTION 4. New statutory material is underscored.
SECTION 5. This Act shall take effect on July 1, 2001.
