A BILL FOR AN ACT
relating to schools.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that there is a need for each of the seven departmental school districts to be staffed by a buildings and facilities administrator. The administrators are to work with the department of accounting and general services and qualified contractors to secure bids to provide badly needed repairs to the State's public schools. In addition, this Act allows the administrators to be selected from within the department of accounting and general services or from the private sector. The legislature finds that this Act will result in tremendous cost savings to each departmental school district.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2001-2002, for seven (7.0) full-time equivalent buildings and facilities administrators to staff each of the seven departmental school districts established pursuant to section 302A-1142, Hawaii Revised Statutes. The administrators shall work with the department of accounting and general services and qualified contractors to secure bids to provide repairs to the State's public schools. The administrators shall be selected from within the department of accounting and general services or from the private sector, as the department deems appropriate; provided that the administrator position shall be exempt from chapters 76, 77, and 89, Hawaii Revised Statutes.
SECTION 3. The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2001.
