A BILL FOR AN ACT
AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR WAIAWA CORRECTIONal facility.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the Waiawa correctional facility, a minimum security facility, is ideally
situated and suited for an expansion of an additional two hundred inmates. The legislature has examined a number of alternative programs, including a proposal for a boot camp. The legislature finds that successful alternative programs are being utilized at the Kulani Correctional Facility on the Big Island and the Kauai Community Correctional Center in Lihue. These alternative programs maintain an inmate population separate from other inmates. The legislature would like to create a similar program at Waiawa correctional facility. The department of public safety shall have flexibility to develop an alternative program for this new two hundred inmate program. The legislature recommends that the department of public safety identify elements of successful boot camp facilities as well as review the alternative programs found at the Kulani Correctional Facility and the Kauai Community Correctional Center. Two of the prerequisites for this program shall be a comprehensive substance abuse treatment program and a coordinated community-based program to provide follow-up support to the individual once the inmate is released.
The intent of the legislature is that the department of public safety apply the appropriated moneys in this measure to the design and construction of a boot camp facility at Waiawa.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $17,200,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2001-2002 for the purpose of designing and constructing the facilities necessary to accommodate two hundred additional inmates at Waiawa correctional facility and planning, designing, and constructing a separate water, sewer, and power system to serve the expansion of the Waiawa correctional facility as described in section 1 of this Act.
SECTION 3. The sum appropriated shall be expended by the department of public safety for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2001.
