A BILL FOR AN ACT

 

making an appropriation to establish a honolulu city lights lookout.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that Round Top Drive overlooking Manoa in Honolulu is a very popular area for visitors as well as for residents who want to stop and photograph its scenic beauty. The legislature further finds that the congestion created by the increased traffic from both residents and visitors who stop in the area is hazardous because of the narrow shoulders along the highway and the lack of a rest stop or turn-in.

The purpose of this Act is to provide funds to study the feasibility of creating a Honolulu city lights lookout and rest area for persons wishing to view the scenery and recreational activities, and thereby reduce hazardous traffic conditions and congestion.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $1, or so much thereof as may be necessary for fiscal year 2001-2002, to study the feasibility of creating a Honolulu city lights scenic lookout in the city and county of Honolulu.

SECTION 3. The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2001.
