A BILL FOR AN ACT

 

RELATING TO CAPITaL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE SIXTH SENATORIAL DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

PART I.

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $19,540,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2001-2002 for the following projects:

1. Lokelani Intermediate, Maui $2,840,000

Design, construction, and equipment

funds for six-classroom building.

2. Lokelani Intermediate, Maui $3,480,000

Design, construction, and equipment funds

for new administration building.

3. Kihei Elementary, Maui $4,500,000

Design, construct and equipment funds

for joint administration/library building.

4. Kilauea Library, Kauai $2,750,000

Design, construction and equipment funds

for new library.

5. Kilauea Elementary, Kauai $2,200,000

Design, construction and equipment funds

for new cafetorium.

6. Kapaa Elementary, Kauai $2,750,000

Design, construction and equipment funds

for library/media facility on school campus.

7. Kapaa High, Kauai $210,000

Design and construction funds for

covered walkway between building C,

building R, and portable classroom 185.

8. Hanalei Middle School, Kauai $250,000

Planning and design phase for new

north shore Kauai school.

9. Hanalei Elementary, Kauai $560,000

Design, construction and equipment funds

for playground site improvements.

SECTION 2. The sum appropriated in section 1 shall be expended by the department of accounting and general services for the purposes of this Act.

Part II.

SECTION 3. The director of transportation is authorized to issue highway revenue bonds for the sum of $1,000,000, for each year of the fiscal biennium 2001-2003, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for each year of the fiscal biennium 2001-2003 for the following project on Maui:

FY 2001-02 FY 2002-03

1. Piilani Highway Expansion $1,000,000 $1,000,000

Planning, design and construction

funds for the expansion from two

to four lanes to minimize

traffic congestion.

SECTION 4. The sum appropriated in section 3 shall be expended by the department of transportation for the purposes of this Act.

PART III.

SECTION 5. The director of finance is authorized to issue general obligation bonds in the sum of $600,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2001-2002 for the following project on Kauai:

1. Kokee Road Safety Improvements and $600,000

Emergency Escape Ramps

A Kauai County Priority I CIP funding

request for planning, right-of-way acquisition

realignment, widening, construction,

and safety improvements to Kokee Road which

is the major access to Kokee state Parks and Waimea

Canyon.

SECTION 6. The sum appropriated in section 5 shall be expended by the department of transportation for the purposes of this Act.

PART IV.

SECTION 7. The director of finance is authorized to issue general obligation bonds in the sum of $2,289,000, for fiscal year 2001-2002, or so much thereof as may be necessary, and the sum of $596,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2001-2002 and fiscal year 2002-2003 for the following projects on Kauai:

FY 2001-02 FY 2002-03

1. Kilauea School Waterline $30,000 $70,000

Planning and construction funds for

the installation of water transmission

facilities to meet fire protection

standards.

FY 2001-02 FY 2002-03

2. Hanalei School Waterline $94,000 $366,000

Planning and construction funds for

the installation of water transmission

facilities to meet fire protection

standards.

FY 2001-02 FY 2002-03

3. Wainiha-Haena Water System $1,695,000  

Land acquisition, planning and

construction funds for improvements to

provide fire protection service for

current users and future community

growth.

FY 2001-02 FY 2002-03

4. Anahola Water System $470,000 $160,000

Planning, construction and land

acquisition funds for expansion of

water system to support growth of

Anahola community.

SECTION 8. The sum appropriated in section 7 shall be expended by the county of Kauai for the purpose of this Act.

PART V.

SECTION 9. The director of finance is authorized to issue general obligation bonds in the sum of $1,000,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2001-2002 for the following project on Maui:

1. Kaumahina State Wayside Park Restrooms $1,000,000

Construction funds for new restroom

facility along Hana Highway.

SECTION 10. The sum appropriated in section 9 shall be expended by the department of land and natural resources for the purposes of this Act.

SECTION 11. The appropriations made for capitol improvement projects authorized in this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all appropriations which are unencumbered as of June 30, 2003, shall lapse as of that date.

SECTION 12. This Act shall take effect on July 1, 2001.
