A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR THE third SENATORIAL DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $34,663,642, or so much thereof as may be necessary, for fiscal year 2001-2002, for the following capital improvements in the third senatorial district:

1. Keonepoko Iki Production Well & Booster Pump, Hawaii

Outfit existing exploratory well into production well, next to existing .3 MG reservoir, to create additional source of potable water for Pahoa system. $750,000

2. Kau Well Site .3 MG Reservoir

Large storage reservoir for Kau production well for Keahole, Honokohau, and Kealakehe. $500,000

3. Hina Lani 1 MG Reservoir

Provides for water transmission, including high level source waters, along Hina Lani Road Corridor to serve Keahole and Honokohau. $1,000,000

4. Waipunaula 1 MG Reservoir & Transmission Line

Construction of new reservoir and transmission line from reservoir to Hawaii Belt Road for water and fire protection. $1,200,000

5. Ocean View Exploratory Well Development

Construction of exploratory well and related work near Mamalahoa Highway; matched with $500,000 by County of Hawaii. $1,000,000

6. Kikala Keokea Infrastructure Development

For residential subdivision in homestead area for Hawaiian residents displaced from their homes at Kalapana by volcanic eruption. $1,750,000

7. Mamalahoa Highway Improvements

County section from Honalo to Captain Cook; 1:2 state/county match. $2,333,000

8. Mamalahoa Highway Improvements

Waikoloa to Kaupulehu; build shoulders, install guardrail. $3,000,000

9. Old Kona Airport State Park Improvements

Resurface portion of runway $350,000

Restroom refurbishment $100,000

Jogging track landscape beautification $300,000

Total funding $750,000

10. Naalehu Elementary School

Library building.

Equipment $100,000

Design $225,000

Construction $2,300,000

Total funding $2,625,000

11. Kailua-Kona Wharf, New Pier

Planning and design $250,000

12. Hilo Landfill Closure & Solid Waste Management

System

With 1:1 state/county match $6,000,000

13. Telecommunications Conversion Hawaii County Civil Defense/Emergency Systems

With 1:1 state/county match $8,844,566

14. Pahoa Gymnasium

Equipment $250,000

Design $650,000

Construction $5,850,000

Total funding $6,750,000

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2004, shall lapse as of that date.

SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended for the purposes of this Act; provided that:

(1) The sums appropriated in items 1 to 7, and 11 to 14 shall be expended by the county of Hawaii;

(2) The sum appropriated in item 8 shall be expended by the state department of transportation;

(3) The sum appropriated in item 9 shall be expended by the department of land and natural resources; and

(4) The sum appropriated in items 10 shall be expended by the department of accounting and general services.

SECTION 4. This Act shall take effect on July 1, 2001.
