A BILL FOR AN ACT

 

relating to water conservation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that there is a need to encourage greater conservation of one of the State's most precious assets, namely, water. Section 226-16(b)(6), Hawaii Revised Statutes, provides that in planning for the State's facility systems with regard to water, it is the policy of the State to: "Promote water conservation programs and practices in government, private industry, and the general public to help ensure adequate water to meet long-term needs."

Accordingly, the purpose of this Act is to require all state and county agencies to reduce water use by ten per cent by using various methods including leak detection, retrofitting state buildings, and efficient irrigation systems.

SECTION 2. Chapter 174C, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§174C- Water conservation. Notwithstanding any law to the contrary, all state and county agencies shall take the following measures to reduce the water use by that agency by ten per cent per year using one or more of the following methods:

(1) Leak detection and repair at a minimum of once each year;

(2) Retrofitting water fixtures and replacing them with water-efficient fixtures;

(3) Retrofitting state and county buildings, including buildings on the University of Hawaii campuses, with water-efficient cooling systems;

(4) Retrofitting state landscaping, utilizing efficient irrigation systems and xeriscape techniques; and

(5) Conducting operations with the goal of eliminating the wastage of water in every activity."

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect upon its approval.
