A BILL FOR AN ACT

 

making an appropriation for the waikoloa after school learning center.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the Waikoloa After School Learning Center is a federally-funded program that focuses on problem prevention in elementary school age children and provides after school tutoring, enrichment activities in the arts, culture, and recreation, as well as extended learning opportunities for adults.

The Waikoloa community is in a remote, rural area that does not have ready access to public libraries, museums, or other learning resources, and the center meets the educational and recreational goals of the entire community.

The legislature further finds that the federal grant that has provided funding for the center will expire in December 2001, and that the center is seeking replacement funding through a legislative appropriation, private fundraising, and other grant opportunities.

The purpose of this Act is to appropriate funds for operating costs for the Waikoloa After School Learning Center.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $35,000, or so much thereof as may be necessary for fiscal year 2001-2002, and the same sum, or so much thereof as may be necessary for fiscal year 2002-2003, for operating costs of the Waikoloa After School Learning Center.

SECTION 3. The sums appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2001.
