A BILL FOR AN ACT
making an appropriation for emergency medical services.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the Metro-Honolulu communities – identified as the neighborhood board areas of Waikiki, Diamond Head, Kapahulu, St. Louis, Manoa, Palolo, McCully, Moiliili, Makiki, Lower Punchbowl, Tantalus, Ala Moana, Kakaako, Downtown, Nuuanu, Punchbowl, Liliha, Kapalama, Kalihi, Palama, Kalihi Valley, Moanalua, Aliamanu, Salt Lake, Foster Village, and the Airport - are the highest priority areas needing additional prehospital emergency medical resources to address the high rate of motor vehicle crashes, medical emergencies, and other trauma.
The purpose of this Act is to provide funding for an emergency ambulance, staffing, equipment, and supplies for an emergency ambulance unit, and costs for staffing an existing ambulance in the Metro-Honolulu areas from 11:00 p.m. to 7:00 a.m., seven days per week.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $1,037,663, or so much thereof as may be necessary for fiscal year 2001-2002, and the same sum, or so much thereof as may be necessary for fiscal year 2002-2003, to provide for an emergency ambulance vehicle and staffing for the Metro-Honolulu emergency ambulance service areas.
SECTION 3. The sums appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2001.
