A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR THE second SENATORIAL DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of           $, or so much thereof as may be necessary, for fiscal year 2001-2002, for the following capital improvements in the second senatorial district:

1. Palai Stream Flood Control Project, Hilo

A. To complete the Waiakea Uka Flood Control Project by diverting Palai Stream into a 1,400 feet long open channel.

Design $400,000

2. Department of Water Supply, Keonopoko Iki production well and booster pump, Hilo

a. Outfitting the existing well at Keonopoko Iki into a production well, which will provide an additional source of potable water supply for the Pahoa system.

Construction $750,000

3. Kawailani Street Bridge Project, Hilo

a. New concrete bridge to replace the existing Kawailani Street Bridge.

Construction $7,000,000

4. Ha'aheo, Elementary School, Hilo

A. Portable classroom building with a covered walkway to meet the increase space needs associated with Felix.

Construction $280,000

5. Hilo Union School, Hilo

a. New covered playcourt including toilets, covered walkways, ground and site improvements, equipment, and appurtenances.

Design $100,000

b. Six classrooms, to include three regular education and three special education classrooms, covered walkways, equipment and appurtenances. Demolish old wooden facility.

c. Six ceiling fans in Building H.

d. Six ceiling fans and two exhaust fans for the main office.

e. Roof over the fire escape in Building A and a landing with connection to the existing walkway.

f. Roof with appropriate lighting and electrical required over present sidewalk located mauka of Building A.

6. Kaumana Elementary School, Hilo

a. Custodial tool shed/workstation for the storage of gasoline-powered equipment. Construct a covered walkway access with a water and electrical source.

7. Kea'au Elementary School, Hilo

a. Extended parking lot to add 20 new parking stalls.

8. Mountain View Elementary School, Hilo

a. Multistory, eleven classroom building with toilets, teachers' workroom, storage room, covered walkway, and equipment and appurtenance.

b. Multistory, twelve classroom building with toilets, teachers' workroom, storage room, covered walkway, and equipment and appurtenance. Demolish portion of old building.

9. Waiakea High School, Hilo

a. Scoreboard for the baseball and softball fields.

b. Heat removal, hood system, or suppression system for economic classroom (I-102).

a. Install wall panels between classrooms, ceiling fans in each classroom, and air conditioning for the computer room.

SECTION 2. The appropriations made for capital improvement projects authorized in this Act shall not lapse at the end of the fiscal biennium for which are unencumbered as of June 30, 2003, shall lapse as of that date.

SECTION 3. The sum appropriated shall be expended for the purpose of this Act; provided that:

(1) The sums appropriated in items 1, 2, and 3 of section 1 of this Act shall be expended by the county of Hawaii; and

(2) The sums appropriated in items 4 to 12 of section 1 of this Act shall be expended by the department of accounting and general services.

SECTION 4. This Act shall take effect on July 1, 2001.
