A BILL FOR AN ACT
relating to the transfer of certain sports complexes to the university of hawaii.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. A stadium task force shall be established, under the direction of the governor, whereby all stadium users shall choose their own representative, to identify the uses of the stadium and how the parties can share in the uses of the stadium. The task force shall determine whether the present University of Hawaii management is the best for all parties. Current and future financial costs are to be identified by the task force.
The task force shall review the management of the stadium authority and the operations of the University of Hawaii in managing its arena and baseball stadium. After reviewing the management operation of the stadium authority and the university, the task force shall define the operational structure of a combined operation in which the stadium, the arena, and the baseball stadium would operate. In defining this combined operation the task force shall give priority to determining public use of the stadium, such as swapmeets, high school athletic games, concerts, and so on. The operation plan shall result in no loss of current public use and in fact should result in a greater use by the public that will result in more revenues for the stadium. The public as used in this section shall include the current activities of the stadium, as well as, use by the university.
The task force shall develop a time table for the merger of the operations. The task force shall submit its findings, time table, and appropriate legislation to the legislature twenty days before the regular session of 2002.
SECTION 2. This Act shall take effect upon its approval.
