HOUSE RESOLUTION

 

requesting the Department of Education to submit a report to the Legislature explaining why per pupil expenditures for Radford complex school facilities are substantially lower than the rest of the State.

 

 

WHEREAS, from fiscal year 1996-1997 to fiscal year 1999-2000, a total of $459,748,533 was expended on completed capital improvement projects, not including repair and maintenance projects, for the Department of Education; and

WHEREAS, from fiscal year 1996-1997 to fiscal year 1999-2000, a total of $3,435,145 was expended on completed capital improvement projects, not including repair and maintenance projects, for schools in the Radford complex; and

WHEREAS, the Radford complex, located in the central departmental school district, consists of nine schools: Aliamanu Elementary, Aliamanu Intermediate, Hickam Elementary, Makalapa Elementary, Mokulele Elementary, Nimitz Elementary, Pearl Harbor Elementary, Pearl Harbor Kai Elementary, and Radford High; and

WHEREAS, the official statewide enrollment count of the Department of Education from fiscal year 1996-1997 to fiscal year 1999-2000 was 750,182 students; and

WHEREAS, the official enrollment count of schools in the Radford complex from fiscal year 1996-1997 to fiscal year 1999-2000 was 29,407 students; and

WHEREAS, the per pupil expenditure for completed capital improvement projects in the Radford complex from fiscal year 1996-1997 to fiscal year 1999-2000 was $116; and

WHEREAS, the per pupil expenditure for completed capital improvement projects for all schools, excluding Radford complex schools, from fiscal year 1996-1997 to fiscal year 1999-2000 was $633; and

WHEREAS, Radford complex schools represented 3.92 per cent of the statewide enrollment count of the Department of Education from fiscal year 1996-1997 to fiscal year 1999-2000; and

WHEREAS, expenditures for completed capital improvement projects for Radford complex schools represented only 0.75 per cent of statewide expenditures for completed projects; and

WHEREAS, while approximately $4,019,338, was expended on repair and maintenance projects for schools in the Radford complex, not including completed capital improvement projects, from fiscal year 1996-1997 to fiscal year 1999-2000, Radford complex school facilities are substantially underfunded by any measure; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, that the Department of Education is requested to submit a report to the Legislature explaining why per pupil expenditures for Radford complex school facilities are substantially lower than the rest of the State; and

BE IT FURTHER RESOLVED that the Department of Education is requested to submit this report to the Legislature not less than twenty days prior to the convening of the Regular Session of 2002; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Education and the Superintendent of Education.
