HOUSE RESOLUTION

 

requesting a management and financial audit of the comprehensive student support system of the department of education.

 

 

WHEREAS, The Department of Education's Comprehensive Student Support System provides a continuum of services to help all students learn and meet high educational standards; and

WHEREAS, this continuum begins in the inclusive classroom with differentiated classroom practices as the base of support for each student; and

WHEREAS, the focus of the Comprehensive Student Support System is on prevention and early intervention; and

WHEREAS, support provided under the Comprehensive Student Support System extends beyond the classroom to include school and community resources, initiatives, and programs as well as appropriate services procured from private providers; and

WHEREAS, the Comprehensive Student Support System operates in all school settings, linking students and families to the resources of their neighborhood, their community, the Department of Education, the Department of Health, and other governmental and private agencies and groups; and

WHEREAS, the Comprehensive Student Support System requires the consistent support, collaboration, and commitment of the Department of Education and the Department of Health; and

WHEREAS, both of these departments must manage their overall evaluation system so that ongoing information regarding Comprehensive Student Support System activities and their outcomes will be available for review and analysis; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, that the Office of the Auditor is requested to perform a management and financial audit of the Comprehensive Student Support System of the Department of Education covering the period from the inception of the program to June 30, 2001; and

BE IT FURTHER RESOLVED that the Office of the Auditor submit a report of findings and recommendations, including a report of the personnel involved in each of the three components of the Comprehensive Student Support System: instruction, management, and student support, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2002; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Legislative Auditor, Chairperson of the Board of Education, Superintendent of Education, and the Director of Health.
