CONGRATULATING ROSE TSENG ON BECOMING a SENIOR VICE PRESIDENT OF THE uNIVERSITY OF HAWAII AND THE CHANCELLOR OF THE UNIVERSITY OF HAWAII AT HILO.

WHEREAS, women as a class are conspicuously absent from management positions in the United States; and

WHEREAS, in Hawaii, women are substantially less likely to work in managerial and professional specialty occupations than their mainland counterparts; and

WHEREAS, some women in Hawaii have nonetheless found ways to break through the "glass ceiling"; and

WHEREAS, one of these women is Dr. Rose Tseng, who was inaugurated in 1999 as Senior Vice President of the University of Hawaii and Chancellor of the University of Hawaii at Hilo; and

WHEREAS, Dr. Tseng is legendary as a community "match-maker", linking education with business, faculty with staff and students, humanities with science, low tech with high tech, East with West, and the respected traditions of a rich past with current and future global leadership; and

WHEREAS, Dr. Tseng is internationally recognized for her skillful team-building charisma, having the ability to create working relationships with political, community, and civic organizations and to facilitate collaboration between academic and other agencies; and

WHEREAS, the month of March is an appropriate time to honor and recognize the accomplishments of outstanding women because in 1987, Congress enacted Public Law 100-9 to formally designate the month of March as Women's History Month; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, that this body warmly congratulates Dr. Rose Tseng on breaking through the "glass ceiling" to become a Senior Vice President of the University of Hawaii and the Chancellor of the University of Hawaii at Hilo; and
