requesting the CITY AND COUNTY OF HONOLULU TO DREDGE AND CLEAN THE HALAWA STREAM.
WHEREAS, the cleanliness of the Halawa Stream on Oahu is important to the quality of life for residents who live nearby; and
WHEREAS, a federal monitoring study recently concluded that many Oahu urban streams contain a high level of pesticide found in residues in stream bottoms, and that any urban stream life should be viewed as potentially hazardous; and
WHEREAS, Halawa Stream is filled with excessive topsoil, muck, and mire which hamper proper drainage; and
WHEREAS, residents also have expressed concern regarding vegetation overgrowth and silting in Halawa Stream along Kamehameha Highway; and
WHEREAS, the conditions in and around Halawa Stream increase the likelihood of flooding; and
WHEREAS, dredging and cleaning the Halawa Stream, beginning at Salt Lake Boulevard and continuing dredging towards Kamehameha Highway, would reduce soil erosion and sedimentation; reduce litter; and beautify Halawa stream so that it is more safe and appealing to the community; and
WHEREAS, dredging and cleaning Halawa Stream would protect the public health by improving the quality of water and stream life; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, the City and County of Honolulu is requested to dredge and clean the area of Halawa Stream beginning at Salt Lake Boulevard and continuing dredging towards Kamehameha Highway to improve the stagnant and unpleasant conditions and to improve drainage of Halawa Stream in this area; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the City and County of Honolulu and Chairperson of the Aiea Neighborhood Board.
