ID of Inappropriate Internet Materials; Minors

RESOLUTION

WHEREAS, the Legislature and the people of Hawaii have deep concerns regarding the accessibility of inappropriate and pornographic material to minors using the Internet; and

WHEREAS, the use of filters on public Internet access in libraries to address this issue raises questions regarding First Amendment rights, the question of state censorship of public information access, and the rights of parents to control the viewing values of their families; and

WHEREAS, these concerns have been addressed in arguments raised before the Internet Corporation for Assigned Names and Numbers, the international entity responsible for the assignment of top domain lines, regarding the use of ".xxx" for materials for adult viewers and ".kids" for materials suitable for minor viewing; and

WHEREAS, in the most recent assignment of new top domain lines by the Internet Corporation for Assigned Names and Numbers these domain lines were not assigned; now, therefore

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, the Senate concurring, that members of Hawaii's delegation to the Congress of the United States are respectfully urged to explore the possibilities of the assignment of these designations so that materials appropriate or inappropriate for minors can easily be identified for appropriate use; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the members of Hawaii's congressional delegation, and to the Internet Corporation for Assigned Names and Numbers.
