HOUSE CONCURRENT

RESOLUTION

 

requesting the legislative reference bureau to conduct a study of Compensation and Benefits Analyses to assist in recruiting and retaining highly qualified state employees.

 

 

WHEREAS, there is a need to attract and retain talented employees to state service, as well as to motivate them to excel and remain in state employment; and

WHEREAS, one way to achieve this purpose is to design an effective compensation and benefits package; and

WHEREAS, designing and administering comprehensive and effective benefits and compensation packages has become increasingly complex in today's fast-paced global economy; and

WHEREAS, the design of an effective benefits and compensation package must include the design of incentive and severance packages, must be reviewed for tax consequences and pension and deferred compensation plans, and must take into consideration the different work environments in each state department and agency; and

WHEREAS, there is a need to review existing state laws and policies to ensure that the State is able to attract and retain highly talented and motivated employees; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, the Senate concurring, that the Legislative Reference Bureau is requested to conduct a study of compensation and benefits analyses to assist in recruiting and retaining highly qualified state employees; and

BE IT FURTHER RESOLVED that the Bureau, in conducting its analysis, is requested to:

(1) Review and analyze current state laws and policies relating to benefits and compensation packages for state employees as to their effectiveness in recruiting and retaining state employees;

(2) Review studies of compensation and benefits analyses that have been conducted in other jurisdictions;

(3) Review effective state laws and policies, as appropriate, of other representative jurisdictions relating to benefits and compensation packages for state employees;

(4) Consult experts in the fields of employment and compensation law, as necessary;

(5) Make recommendations as to what changes to existing laws and policies may be necessary to assist in recruiting and retaining highly qualified state employees; and

(6) Review the Hawaii Revised Statutes for possible amendment to effectuate the Bureau's recommendations;

and

BE IT FURTHER RESOLVED that the Directors of Human Resources Development and Labor and Industrial Relations are requested to assist the Bureau as may be necessary in the Bureau's analysis; and

BE IT FURTHER RESOLVED that the Bureau is requested to report its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the convening of the Regular Session of 2002; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Acting Director of the Legislative Reference Bureau, the Director of Human Resources Development, and the Director of Labor and Industrial Relations.
