RESOLUTION
requesting the department of health to maintain the crisis shelter and crisis team on the grounds of waimano training school and hospital until such time that adequate community services for the population served by the crisis shelter are available.
WHEREAS, Act 189, Session Laws of Hawaii 1995, initially provided for the closing of Waimano Training School and Hospital and required the provision of services in community-based programs no later than June 30, 1998; and
WHEREAS, Act 133, Session Laws of Hawaii 1998, delayed the closure and provision of community-based services by one year to no later than June 30, 1999; and
WHEREAS, the Crisis Shelter staffed by the Crisis and Behavioral Support Section of the Developmental Disabilities Services Branch, Developmental Disabilities Division, Department of Health, was established on the grounds of Waimano Training School and Hospital in March, 1997 to serve as a safety net for developmentally disabled and mentally retarded individuals as clients from Waimano were discharged into the community; and
WHEREAS, the Crisis Shelter is only currently able to handle 10 clients despite requests for admission of clients from Oahu and the neighbor islands; and
WHEREAS, the Crisis Shelter and the crisis team were established to support families and caregivers who are caring for developmentally disabled individuals in cases of extreme distress, violence, or other out-of-control situations where clients can be stabilized and provided appropriate treatment in a short-term residential program and returned to their homes once stabilized; and
WHEREAS, the Department of Health has slated the Waimano Training School and Hospital Crisis Shelter for closure by June, 2002 and as a result, this important safety net may no longer exist; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, the Senate concurring, that the Department of Health is requested to maintain the Crisis Shelter and the crisis team on the grounds of the Waimano Training School and Hospital until such time that adequate community services for the population served by the Crisis Shelter are available; and
BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Health.
