RESOLUTION
REQUESTING THE LEGISLATIVE REFERENCE BUREAU TO CONDUCT A STUDY RELATING TO THE ESTABLISHMENT OF AN ELECTED STATE COMPTROLLER.
WHEREAS, the State of Hawaii is constantly searching for ways to improve its own systems of financial accountability and better manage the assets and funds of the people of Hawaii; and
WHEREAS, public involvement in government is recognized as being critical to increasing accountability and allowing government to better serve the people; and
WHEREAS, the fragile economy of the State has resulted in an even greater importance being placed on effective management of State funds and forced the State to search for new definitions of the appropriate role for government in the daily lives of the people of Hawaii; and
WHEREAS, it is recognized that there is much room for improvement in regards to the handling of the finances of the State; and
WHEREAS, the State should take advantage of the experiences of other states in the area of fiscal management, in particular the State of New York, which has an elected state comptroller; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, the Senate concurring, that the Legislative Reference Bureau investigate the feasibility and possible effects that would result from the establishment of an elected State Comptroller with duties and functions that would be substantially similar to those of the State Comptroller of New York; and
BE IT FURTHER RESOLVED that the Legislative Reference Bureau report its findings to the Legislature no later than twenty days prior to the commencing of the Regular Session of 2002; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to Legislative Reference Bureau.
