HOUSE CONCURRENT

RESOLUTION

 

REQUESTING THE LEGISLATURE TO ESTABLISH A JOINT LEGISLATIVE ADVISORY PANEL TO REVIEW MANDATED HEALTH INSURANCE BENEFITS, EXPANSION OF HEALTH CARE PROVIDERS, AND HEALTH CARE REGULATION.

 

WHEREAS, across the nation, the cost of health insurance coverage has been constantly rising; and

WHEREAS, in Hawaii, our employers are the ones that bear the brunt of these cost because of the Prepaid Health Care Act that mandates employers to pay health care premiums for full time employees; and

WHEREAS, each year, the Legislature introduces health insurance mandated benefits, regulations, and expands the eligible provider list thus further increasing the cost of health care in our islands; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, the Senate concurring, that there be established a joint legislative advisory panel to review proposed mandated health insurance benefits, expansion of health care providers, and additional health care regulation; and

BE IT FURTHER RESOLVED that the review panel shall be composed of seventeen members, to be appointed by the Senate President and Speaker of the House of Representatives and shall include:

(1) The chairperson of the Senate Committee on Ways and Means, or designee;

(2) The chairperson of the House Committee on Finance, or designee;

(3) The chairperson of the Senate Committee on Health and Human Services, or designee;

(4) The chairperson of the House Committee on Health, or designee;

(5) The chairperson of the Senate Committee on Commerce, Consumer Protection and Housing, or designee;

(6) The chairperson of the House Committee on Consumer Protection and Commerce, or designee;

(7) The Insurance Commissioner, or designee;

(8) The Director of Health, or designee;

(9) A licensed registered nurse;

(10) A licensed physician;

(11) An alternate complementary care service provider;

(12) A representative from a mutual benefit society under chapter 432, Hawaii Revised Statutes;

(13) A representative from a health maintenance organization under chapter 432D, Hawaii Revised Statutes;

(14) A representative from a consumer advocate group; and

(15) Three representatives from the business community;

and

BE IT FURTHER RESOLVED that the advisory panel shall:

(1) Review the impact of all previous health care mandates and include in the review the cost, quality, and overall accessibility of health care;

(2) Compile a list of significant state and federal regulations and mandated benefits and assess the impact they have on health care premiums;

(3) Determine the percentage of the annual wage of employees working for small employers and of the annual wage of employees working for large employers paid by the employer for health plan premiums; and

(4) Develop a method of assessing the social and financial impact of any proposed new health care regulation or health insurance mandate;

and

BE IT FURTHER RESOLVED that the advisory panel shall report its findings no later that twenty days prior to the convening of each regular session; and

BE IT FURTHER RESOLVED that a certified copy of the Concurrent Resolution be transmitted to the Director of Health, the Insurance Commissioner, the Speaker of the House of Representatives, and the Senate President.
