A BILL FOR AN ACT
RELATING TO A FILM INDUSTRY DEVELOPMENT AND MARKETING MANAGER POSITION IN THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The purpose of this Act is to establish a film industry development and marketing manager position for the department of business, economic development, and tourism, which would be exempt from the civil service laws. The film industry has been identified as one of Hawaii’s most promising economic activities; it is a clean, non-polluting industry, and brings in over $100 million dollars to the State annually, as well as providing employment for local people and businesses. It also helps to promote Hawaii’s image as a leisure destination. The position would oversee programs, review and coordinate projects of film industry branch, and provide advice to the director, represent the director in various capacities, and serve as liaison with other state, public, and private agencies associated with the development of Hawaii’s film industry.
SECTION 2. Chapter 201, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§201-__Film industry development and marketing manager. The director of business, economic development, and tourism shall employ a film industry development and marketing manager who shall be experienced with and knowledgeable of the motion picture and television industry and promotional advertising marketing activities, and who shall be exempt from chapters 76 and 77. The compensation of the film industry development and marketing manager shall be determined by the director of business, economic development, and tourism."
SECTION 3. Section 201-112 Hawaii Revised Statutes, is amended by amending subsection (c) to read as follows:
"(c) The film industry [branch] development and marketing manager shall serve as the executive secretary of the board."
SECTION 4. Statutory material to be repealed is bracketed. New statutory material is underscored.
SECTION 5. This Act shall take effect upon its approval.
