A BILL FOR AN ACT

 

RELATING TO TRAFFIC PROBLEMS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the neighborhoods of Kalihi, Nuuanu, Kaimuki, and Moiliili-McCully suffer heavily from inbound and outbound traffic congestion. In addition to the noise, dust, and fumes from the freeways and highways, neighborhood streets are also burdened by commuters who are transiting between work and home. As a result, there is a grave concern for the health and safety of the neighborhood residents. The legislature further finds that traffic calming measures such as trees, landscaping, barriers, speed monitoring devices, additional signs, flood lights, roundabouts, and illuminated pedestrian crossings are needed.

SECTION 2. There is appropriated out of the highway fund of the State of Hawaii, funds that have been deposited from the Transportation Equity Act (TEA 21), Public Law 105-78, in the sum of $40,000,000, or so much thereof as may be necessary for fiscal year 2001-2002, of which $10,000,000 shall be expended in each of the neighborhoods of Kalihi, Nuuanu, Kaimuki, and Moiliili-McCully, for the purpose of addressing the traffic impact affecting these neighborhoods and to install traffic calming measures.

SECTION 3. The sum appropriated shall be expended by the department of transportation for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2001.
