A BILL FOR AN ACT

 

relating to driver education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Act 175, Session Laws of Hawaii (SLH) 1999, authorized the director of transportation to establish a statewide driver education program and behind-the-wheel driver training program to include the number of course hours, curriculum, certification of teachers, and third-party examiners. It also directed the director of transportation to set the cost for these programs. The legislature finds that the requirements of Act 175 have significantly increased the cost of driver education programs in the State and made it more expensive for students and families to afford driver education fees. The legislature further notes that students should be encouraged to participate in the simulator course, which is more economical, than the standard curriculum.

The purpose of this Act is to statutorily set the fees for driver education courses to make it more affordable for students and families.

SECTION 2. Chapter 286, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§286- Driver education fees for students. All certified driver education courses for students under the age of eighteen years of age shall charge no more than the following:

(1) $160 per person for thirty hours of classroom instruction;

(2) $100 per person for online internet instruction that

contains a minimum of thirty hours of course content;

(3) $40 per hour for behind-the-wheel driving instruction;

and

(4) $160 per person for a twelve-hour simulator course."

SECTION 2. New statutory material is underscored.

SECTION 3. This Act shall take effect on July 1, 2001.
