A BILL FOR AN ACT
RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE FORTY-SECOND REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2000-2001.
I. To be expended by the department of accounting and general services:
A. Kapolei Public Library, Oahu, Hawaii
1. Plan, design, construction and equipment of Phase II addition to the library.

To relieve Campbell High School and phase in of additional grades to the school. The school will accommodate additional enrollment growth due to housing developments on the Ewa plains.

A. KALAELOA HOMELESS SHELTER, IMPROVEMENTS TO FACILITIES FOR THE HOMELESS
Design, construction and equipment for the renovation of two barracks at former Barbers Point Naval Air Station that are slated for use as homeless shelters in 2001. One 70-unit building for homeless mentally ill singles and one 44-unit building for homeless families. The CIP request will provide water meters/services, equipment, two vehicles, and some structural and landscaping improvements.

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 3. The appropriations made for capital improvement projects authorized in this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all appropriations which are unencumbered as June 30, 2003, shall lapse as of that date.
SECTION 4. This Act shall take effect on July 1, 2001.
