A BILL FOR AN ACT

 

relating to conservation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that federal and state mandates are adding to soil and water conservation district responsibilities. Pollution runoff, soil erosion, and animal feeding regulations are just a few of the environmental issues that require funding to address these problems.

The purpose of this Act is to appropriate funds for urban and agricultural pilot projects.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $300,000 or so much thereof as may be necessary for fiscal year 2001-2002 and the sum of $300,000 or so much thereof as may be necessary for fiscal year 2002-2003 for an urban pilot project in the south Oahu soil and water conservation district, including seven full-time equivalent (7.00 FTE) positions to staff the urban areas of the soil and water conservation district.

The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $300,000 or so much thereof as may be necessary for fiscal year 2001-2002 and the sum of $300,000 or so much thereof as may be necessary for fiscal year 2002-2003 for an agricultural pilot project in the west Oahu soil and water conservation district, including seven full-time equivalent (7.00 FTE) positions to staff the agricultural areas of the soil and water conservation district.

The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2001.
