A BILL FOR AN ACT
relating to the state budget.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that budget decisions must be made with the most relevant information possible. While information regarding specific programs and expending agencies may be obtained by exerting due diligence, it is difficult to ascertain the broader scope of individual program budget requests and decisions.
The purpose of this bill is to require the Executive Budget, and all versions of the General Appropriations Act as they move through the legislative process, to include appropriate summary information that will permit anyone to ascertain total appropriations for each program area, each expending agency, and each method of funding, as well as a grand total encompassing the entire General Appropriations budget.
SECTION 2. Every executive budget submitted by the governor to the legislature pursuant to Article VII, section 8, of the Constitution of the State of Hawaii, and every subsequent draft of the bill, shall summarize all expenditures as follows:
(A) total expenditures for each program, including percentage increase or decrease from the previous fiscal year;
(B) total expenditures for each expending agency including percentage increase or decrease from the previous fiscal year;
(C) total expenditures for each method of funding, including percentage increase or decrease from the previous fiscal year;
(D) total expenditures for capital improvement projects and investment appropriations; and
(E) grand totals for each fiscal year.
At the time of submission to the legislature, this summary information as provided in this section, shall be published in at least one newspaper, published in the English language, in each county having a general circulation.
SECTION 3. This Act shall take effect on its approval.
