A BILL FOR AN ACT

 

relating to Education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§302A- Education research and development revolving fund. (a) There is established an education research and development revolving fund. The department shall administer the fund to support research and development of innovative curriculum, instructional aids, and other similar products and services, and to pay the costs of marketing and selling these products and services. All revenues from the sale or other commercial use of products and services supported by the fund shall be deposited into the fund. All interest earned or accrued on moneys in the fund shall become a part of the fund.

(b) The department shall report annually on the status of the revolving fund. The report shall include:

(1) Deposits made into the fund and the source of these deposits;

(2) Descriptions and amounts of expenditures from the fund including:

(A) Allocations and actual expenditures for projects supported by the fund;

(B) Allocations and actual expenditures for the marketing, sale, and other commercial use or transfer of products and services developed under the fund;

and

(3) The balance remaining in the fund on June 30 of each year.

The report shall be submitted to the legislature and the governor no later than twenty days prior to the convening of each regular session."

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $1 or so much thereof as may be necessary for fiscal year 2001-2002 to be paid into the education research and development revolving fund.

The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect on July 1, 2001.
