A BILL FOR AN ACT
Relating to Education.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§302A- Parental and departmental accountability for student attendance. (a) The legislature finds that students' classroom attendance is vital to their academic success--students cannot learn unless they are in class.
The purpose of this section is to ensure that both parents and the department are accountable for attendance of students.
(b) Parents shall be responsible for:
(1) Ensuring that students show up on time for the first class of each day; and
(2) The conduct of students who leave school before the first class of each school day.
(c) The department shall:
(1) Require and enforce the level of supervision from the parents required under subsection (a); and
(2) Utilize parent escorts for students who do not show up on time for the first class of each day.
(d) The department shall be responsible for:
(1) Ensuring that students do not leave the campus after school starts each day;
(2) Ensuring that students get to class on time;
(3) The conduct of students who leave school or are tardy after the first class of each school day; and
(4) Utilizing security escorts for students who leave school or are tardy after the first class of each day."
SECTION 2. New statutory material is underscored.
SECTION 3. This Act shall take effect upon its approval.
