Report Title: Tobacco Liability

Description: Requires tobacco manufacturers that do not participate in the master settlement agreement with the State to deposit funds into an escrow fund to pay judgments or settlements on claims brought against the manufacturer. Specifies how funds may be released from escrow. Allows for civil actions by the attorney general.
