Report Title: Zipper & HOV Lane Restrictions

Description: Allows use of HOV lanes by all vehicles between the hours of 7:00 a.m. and 8:00 a.m. on Interstate Route H-1. Creates a pilot project to study and permit the use of Zipper Lanes by vehicles carrying two persons during specific hours. Permits general use of the zipper lane during an accident or emergency on the H-1. (SD1)
